This report documents over 10 years of direct experience in deinstitutionalising children in Moldova, with a particular focus on interventions that have impacted on services for children without adequate parental care, children in institutions and those at risk for out-of-family placement. The report identifies and analyses the approach to deinstitutionalisation that was adopted, and identifies best practices and lessons that may be relevant, useful and replicable by other initiatives and organisations both within Moldova and worldwide.
The report is intended to be a resource for programme managers, project workers, policy makers and researchers initiating or participating in the design and implementation of programmes and projects aiming to improve children’s lives through deinstitutionalisation. It is intended to be shared with relevant networks and has been placed in the public domain as a resource for practitioners engaged with issues related to children in institutional care and development of systems for deinstitutionalisation.
